You can prevent high blood pressure by:
Maintaining a healthy weight. Lose weight if you are overweight.
Exercising more.
Eating foods low in salt.
Eating healthy foods like fruits and vegetables.
These changes are also recommended for treating high blood pressure, although medicine is often added as part of the treatment

It is usually not possible.

First, I commend your mother for taking responsibility to controlling her blood pressure and not just relying on medicines. The best steps to control blood pressure is:
-eating a healthy, balanced, low-sodium diet
-maintaining a normal body weight, or losing weight if needed
-stop smoking
-reduce stress by learning better coping methods
-monitoring and recording your blood pressures
Sometimes despite individual efforts, medication is still needed, and blood pressure should be checked by a doctor. Often taking a medicine combined with individual efforts greatly reduces the risks associated with high blood pressure.
Hope that helps!
