It helps by dilating blood vessels.

It is when the arteries that supply the lungs are constricted causing an increase in pressure in those arteries.
Viagra works by dilating the blood vessels so that blood can pass through them easier thereby lowering the blood pressure. This can work on the penis as well as the pulmonary arteries.
